What’s happening now:
The Point Wells development project, proposed by Paramount (now Blue Square Real Estate)
a subsidiary of Alon USA, could host 3,500 new high density homes plus
70 – 80,000 square feet of retail and office space and a 16,000 square
foot marina on a 60 acre lot. The Snohomish County project could more than triple the existing
population of the neighborhood with only one small access road through the
center of the King County neighborhood of Richmond Beach in Shoreline, Washington. Snohomish County has not participated in any discussions about annexation so the jurisdiction most burdened would not have any tax base or control over design or scope.
The Snohomish County hearing to amend the comprehensive plan and rezone Point Wells was July 8, 2009.
On August 12, 2009, the Snohomish County Council approved Paramount's application 5-0 to redesignate Point Wells an urban center.
On September 30, Snohomish County held a public hearing regarding the regulations that govern the urban center designation (ordinance 09-079).
The County continued the public hearing to December 9 at 1:30 p.m and February 3 at 10:30 a.m and again until April 21 at 1:30 PM. They adopted the zoning regulations on May 12, 2010.
On November 12, 2009 the deadline to file a petition to the Growth Management Hearings Board expired. All jurisdictions surrounding Point Wells submitted their appeals.
